Summary
Our awareness of the of the rapidly growing debt threat is increasing on both sides of the aisle; moving from a partisan to a nonpartisan crisis point that can only be resolved by We the People and our States.
Congress has had its opportunity to either repair their damaged budgeting efforts or announce that the States have achieved the required Article V two-thirds threshold to propose repairs.
But, ironically, Congress has offically acknowledged receipt of more than enough state applications: Here is Rep. Arrington’s office receipt of thirtynine valid application and from the House Clerk who received and forwarded to the House Parlimentarian. Yet, still no announcement, aka the Call.
This multi-phased process will be a multi-year project to complete and it therefore requires immediate attention before the Nation finds itself in real trouble.

This series has briefly laid out the historical truths of the tools used to form the people’s government and the solutions available to them. There comes a time when each U.S. citizen must stop their busy lives momentarily and consider the on-coming, out of control freight train and the calamity approaching. What of their offspring?
The house is on fire; we’re very busy, but are we going to stop, think, and put out the fire or watch it destroy our Nation.
The Need for Reform–Soon
Economists, financial executives, legislators, analysts, auditors, and politicians are all warning us in greater numbers that the Debt Default Clock is approaching a dangerous time; quicker than anyone had anticipated: Meaning it could arrive by the end of next year, 2027, according to the CFA Educational Foundation.
No body knows for sure when our time will run out. But the odds are growing every day that, continuing on the current path, it will run out…and if we don’t act now, then…when? After the mess arrives?

DOGE, the growing debt clock ticking, covid’s impact, an unstable world, and America’s cracked and fissured Foundation, have exposed the size and acceleration of the coming financial crisis.
The Great Depression had warning signs that were not understood or just ignored. There are now warning signs of our coming crisis that could lead to a collapse resulting in a much larger and devastating experience.
Access to taxpayer money is increasingly available to those feeding on the trough of corruption. Funding of ineffective bureaucracies, NGOs, special interests, foreign governments, and social harms, all must end.
Reforms are needed in all branches beginning with Congress adopting approved accounting practices; rules that regulate the ‘government law mill’ averaging 4800 pages of laws per session with over 600 federal agencies employing 3-4 million unelected employees creating an additional 150,000 pages of law on steroids annually: aka regulations. All unsustainable.
An amendment must be given careful and serious consideration to deficit and debt rules; revenue rules and expenditure rules that will ensure effective governing for America’s future success.
What Has Led Us to This Moment?
A lack of general understanding of our Freedom Charters by politicians, academics, institutions, and the citizenry. What used to be a limited government has grown much larger and is not what the Founders anticipated. What they did intend was for the people and their states to trigger an Article V convention when any part of the government became authoritarian beyond the peoples wishes or tyrannical.
We the People have lost the direction endowed by our Creator in our Freedom Charters. We’ve allowed our government to bypass the Laws of Natures God and Adam Smith’s guidance to a free market. This has resulted in our loss of liberty, of our essential Judeo-Christian principles and the trust we had between each other.
How amendments have reformed America in different era’s
The Bill of Rights, founding era (1791-1804), protects the people from their government.
Reconstruction era (1865-1870) addressed slavery and civil rights,
Progressive era (1913-1920) Voting rights, taxes, States neutered, growth of government.
Modern era (1933-1992) presidential succession and voting age.
The next age (2026 and beyond) will be a reformation of financial and societal ills.
Why the People Should Choose Their States Over Congress
The people hold the mortgage on the United States. When the Branch responsible for the purse disrespects the People by exposing them to failure and relying on politics instead of the foundation principles, they lose credibility.
Since Congress is not holding themselves accountable it is time for the people and their states to take responsibility. The States are the only and highest form of government in the Nation who have the budget knowledge and the authority to force Congress to abide by constitutional controls over its spending.
What Needs to be Reformed?
Reforms of the current budgeting process by amendment governing deficit and debt rules, revenue rules and expenditure rules are badly needed.
Taxpayer money’s secured by fiduciary and accountable norms by trusted legislation that is monitored by the states.
There is history of money mismanagement going back to antiquity. Jesus in the Temple scattered the money changers and vendor tables; Luther, Calvin and Zwingli forced Rome and others to reform the selling of offices and indulgences; today a BBA/FRA to limit Congress’s spending would return America to fiscal restraint and trust.
The GOA frequently reports waste and corruption in, for example, the Defense Department, Energy Department, Health and Human Services, and in over 600 other federal agencies and departments.
Most agree that much of government needs reforming. The States should begin by limiting their flow of funds to Washington DC and toward a more limited national government, by the people, by following the Freedom Charter mandates; the Declaration of Independence, the Consitution and the Bill of Rights.

“Fear is a reaction. Courage is a decision.” Winston Churhill
What’s Keeping Us from Reforming?
One of human natures strongest emotions is fear. But we should not allow it to control our decision process. What have we personally lost due to allowing fear to be our guide? The antidote for fear is finding something larger than the object at hand. Or we fail in faith and ourselves. Fearing God should be our primaty angst; following that is the damage Congress is laying at our feet.
“Nothing in life is to be feared, it is only to be understood.” – Marie Curie
There is no evidence to support fearing that a convention of states will “run-away” in the archives, ergo the claim is false. Faith is knowing the truth without seeing it…fear is hiding from the truth. Fear kills growth.
What Happens if We Don’t Reform?
Nobody knows for sure but educated guesses lead us to something very different than what we see today. Not PROPOSING a solution to avoid a serious bankruptcy and collapse should elicit abject fear in our hearts. Nothing changes during a convention.
One thing is true; the United States became the courageous leader of the world because of its people and their foundation in a constitutional republic that respected the laws of nature and nature’s God.
What is the Essence of We the People’s Freedom Charters?
We the People own the United States as we pay for it in script and treasure. ‘They’ don’t. The People and their States created the Constitution. It is the Peoples to lose.
Other Nations in Similar Trouble
Today, the UK is threatened by growing debt. The Swiss recognized their significant debt threat in the late ‘90s and are on the road to recovery with their Debt Brake. Argentina recognized its nemesis and is working its way back. We should understand their struggles; this is not an easy task. Colorado developed a constitutional Taxpayers Bill of Rights—TABOR. Three dozen nations have some kind of budgetary regulatory system…America needs one badly.
Today the States are preparing to sue Congress for not ‘announcing’ the Article V threshold that was met in 1979 and again in 2016. With the Court’s Dillon v. Gloss (1921) ruling and with more than enough Article V applications; acknowledgement of receipt of applications; the States have the authority to assemble in convention to propose a fiscal responsibility amendment(s) anytime they decide. How about 2026?
Congress has repeatedly admitted they don’t have the political will to fix it and have denied the people and their States the opportunity to use a similar proposing process. This issue is the very essence of federalism and the people’s right to self-governance.

“I didn’t know I could do it!”
It’s Now Up to You and I
There is no one else in America who can save the People from the pending disaster but our States who created this Nation under God in the first place.
Trusting the U.S. government powers to secure We the People and our Freedom Charters for safety and peace is misplaced faith without reform.
But trusting in each other, the Laws of Nature and of Nature’s God is how we came to be. Fear is the antitheses of being an American. It goes against our three Freedom Charters.

Just do it! And don’t look back.
It is time for We the People and our States to put our hands on the plow and not look back!
