Below is the letter acknowledging receipt of the book of 39 valid Article V state applications identfying that they had met the 2/3 threshold in 1979. Congress must not deny the states their Constitutional authority to convene. This signed receipt is, therefore, the announcement or ‘shall call’ owed to the states by Congress.
